On the Meta side (Facebook and Instagram), the right way to work with an agency is to add the agency to your business portfolio (formerly Business Manager) as a partner. The ad account, page and pixel stay yours; the agency works with its own business account and the permission you define.
Before you start
- Your ad account, page and pixel must sit inside a business portfolio. If you use a personal ad account, first create a portfolio at business.facebook.com and move the assets there.
- Ask the agency for its business portfolio ID (the numeric ID shown under Business settings → Business info).
- You need to be a full-control admin of your own portfolio.
Steps
- Open business.facebook.com → Business settings.
- In the left menu go to Users → Partners.
- Choose Add → Give a partner access to your assets.
- Paste the agency's business portfolio ID and click Next.
- Select the assets to share:
- Ad accounts: Manage campaigns is enough for day-to-day management. Manage ad account (full control) is only needed if you also want to hand over billing and user management, which is rarely the case.
- Pages: Content if the agency will publish; Ads and Insights are enough for ads and statistics only.
- Pixels / data sources: Manage pixel for conversion measurement, or view-only.
- Instagram account: the relevant boxes for ads and insights.
- Click Save changes. The agency immediately sees your assets in its own portfolio.
Why the permission level matters
Full-control permissions may allow the agency to change the payment method, add users and even attach the asset to another portfolio. None of that is needed for day-to-day ads management. The rule is simple: the narrowest permission that gets the job done. If more is needed, the agency asks and you widen it later.
Removing access
Business settings → Partners → select the agency → Remove. The agency's permission on all your assets ends immediately. You can also remove the permission on a single asset only (select the asset and remove the partner there).
Common mistakes
- Giving the agency your personal Facebook login. It exposes your personal profile and violates Meta's rules.
- Letting the agency create the ad account in its own portfolio. The account belongs to the agency; when you part ways, the ad history and pixel data stay with them. The account must always be created in your portfolio.
- Moving the page into the agency's portfolio. Page ownership never changes hands; partner permission is enough.
App review and OAuth
If the agency pulls Meta data into its own platform (for example to show page statistics in a dashboard), it must do so through Facebook Login for Business with an app approved by Meta. You see which data will be accessed on the consent screen and can remove the permission from Facebook Settings → Business integrations. Meta gives follower identities to no app; only aggregated statistics are read.
